Yes, the greater of $100.00 or 25% of Permit Fee will be assessed in addition to cost of permit

3. Am I always required to have inspections done on Building Permits issued?

Yes, always. Every permit issued, no matter the type, requires at least one inspection. The work described on the permit is not considered complete until all required inspections have been performed and passed by a City Inspector.

4. Do I need to call anyone before digging around utility or other lines?

Yes, you must call 8-1-1, for free service, before digging to make sure there are no utility or other lines that could be hit.

1. Do I need a permit for a garage sale?

When the animal is not on the property of it's owner or keeper, and is not in the control of the owner or keeper by use of a leash, cord or Dog at Large Ordinance 5-12

3. What can I do about stray cats on my property?

A cat is considered at large when it is off the property and not under the control of the owner or keeper. A complaint may be made to authorities and the cat in violation may be captured or trapped and impounded. 4. When is a dog considered vicious?

A vicious dog is defined and declared to be a dog that bites or attacks humans or other animals unprovoked either on public or private property. Or, in a vicious or terrorizing manner, approaches any person in an apparent attitude of attack. Vicious Dog Code 5-28

5. Do I have to register my pet?

It is the duty of every pet owner to have their pets vaccinated for Rabies every two years. A copy of the certification should be kept for inspection in case you and your animal are contacted by law enforcement. 6. What can I do about a barking dog or other loud noises?

You can contact the Fort Morgan Police Department at (970) 867-5678 to report the noise. Loud Noise City Code 20-19

7. How do I get my animal a rabies tag?

A licensed veterinarian is the only one who can administer Rabies vaccinations. When this is done they will furnish a tag and paperwork to prove vaccinations. There is no specific vet that is required to do city vaccinations. The general price range for the vaccination is around $12.00. Please check with your veterinarian to verify the cost. 8. What is a weed violation?

It is unlawful and an offense for any owner or any tenant or agent of property within the city limits to permit weeds to grow or remain on the property. Weeds must be cut close to the ground and be maintained as such. Weed Violations

9. What is considered a refuse violation?

Refuse is defined as "things thrown away as being of no value or use, especially household garbage". In an effort to keep our city looking clean and neat, it is important that all trash be deposited in the assigned dumpsters in your neighborhood.

10. Who can use the city trash dumpsters?

Any person who resides in the city limits, and is charged for trash collection by the city, can use the dumpsters. However, even if a person resides within the city limits they may not dispose of trash generated outside of the city limits. 11. Can waste items be burned?

It is unlawful to set on fire or burn any combustible wast or material of any kind by incinerator burning or by open burning. City Code 13-10

12. Do I have to remove snow from a public sidewalk?

Yes. All persons are required to keep the sidewalks in front of and adjacent to your residence and any other land you own clear of ice, mud, dirt, rubbish and filth and after any fall of snow to cause the snow to be immediately removed from the sidewalk. Snow Removal - City Code 25-3

Our firefighters are all volunteers. If you are interested in becoming a firefighter, you are welcome to speak with a firefighter at the Fire Station at 116 Main Street, pick up an application, and review the process.

You must be at least 21 years of age, but no older than 35.

3. Why are there red fire trucks and white fire trucks?

Gas

1. Who do I call if I smell gas?

Play it Safe! Leave your house immediately! Go to a neighbor’s house and Call 867-4350 promptly if you smell gas. You can call 24 hours a day and someone will respond immediately, normally within 5 to 10 minutes.

The City of Fort Morgan adds a disagreeable odor to natural gas to warn people in case any gas should escape. Gas leaks may occur from faulty appliances, loose connections, service lines inside or outside your home or from gas mains. Such leaks should be dealt with immediately by experts.

If you ever smell gas – even if you do not use it in your home, take these precautions promptly:

1. Leave your home immediately and take others with you!
2. Call the City of Fort Morgan at 867-4350 from a neighbor's home for 24-hour service.
3. If the odor is strong and you are indoors, open windows and doors to ventilate.
4. Do not use any devices that might create a spark, such as light switches, cell phones or even computers. The spark could ignite the gas.
5. Do not light matches, smoke cigarettes or create any source of combustion.

However slim the chance of danger, don’t take needless risks. Play it safe. Call the City if you smell gas.

2. Who do I call to find out where the gas lines are located before digging on my property?

Call the Utility Notification Center of Colorado at 8-1-1 two days before you plan to dig, not including the day of the call, to arrange to have all underground utilities located.

Yes, for a nominal fee, the City of Fort Morgan can use an infrared test on your home to show where heat is escaping.

You can reduce your heating and cooling bills by 30% by insulating your attic, the outside walls of your home, walls next to garages and crawl spaces, foundation walls, and floors above unheated or uncoated areas.

15. How long does my child need to be in a car seat?

Regardless of age, restrain your child in a car seat or booster seat until they are about 57” tall (4’ 9”). A child’s height is the best predictor of proper seat belt fit. A car seat with a “5-point” harness
system is best for a child until they are at least 40 pounds. Keep child rear-facing as long as car seat allows. Children over 40 pounds and under 57” (4’ 9”) in height must continue to ride in a child restraint or booster seat. Sanitation

1. When will the annual Spring Cleanup be held and what can be put out to be taken?

Spring Cleanup usually occurs during the last week of March. The City informs citizens of the exact dates this will take place with a notice in the local newspaper. Residents are encouraged to use this time to dispose of a variety of household items along with yard trash.
During this time residents are allowed to place oversized items by trash dumpsters in the alleys. Residents with no alley can place items near the curb. City crews will pick up the items during Spring Cleanup and take them to the landfill at no charge.
The following items are not allowed in the free program: tires, cans of paint or other hazardous chemicals including motor oil, railroad ties, refrigerators, freezers or air conditioner units. Electronics such as TV’s, computers, copy machines, fax machines, DVD or VCR players, video game consoles or any other type of electronics are not allowed and must be recycled. Additionally, this program is not available to contractors or businesses.

2. How do I get a large item picked up?

If you have a large item (i.e., couch or mattress) for pick up by the Sanitation Department, please DO NOT leave it by your dumpster. Call Sanitation Superintendent Bob Evins at (970) 542-3988 to schedule a pick up. Sanitation Department

3. When will my rollout be picked up during holidays?

If a holiday lands on a Tuesday, rollouts will be picked up on Wednesday. If a holiday lands on a Friday, rollouts will be picked up on Thursday the day before.

Utility Billing

1. How do I put utilities in my name and how much will the deposit be?

You must complete an application at the Utility Billing Office located at the City Complex at 710 East Railroad Avenue. A deposit is required unless an acceptable letter of credit for the past year is received from your previous utility service provider. Letters of credit will be accepted over the fax machine if you are from out of town. The deposit is $25 per service. City services include electric, gas, water, sewer, and trash.

2. When will the bills be mailed out and when will the payments be due?

Bills are normally mailed out on the last working day of each month. Payments are due the 10th of each month. If this falls on a weekend, it is due the following work day.

3. If I move, how do I disconnect services?

You will need to sign an order with the Utility Billing Office located at the City Complex at 710 East Railroad Avenue. If you have already moved, a letter or fax with your name, old address, new address, and your signature will be acceptable. You will be responsible for utilities until they are taken out of your name.

Wastewater Collection

2. How are sewer backups caused?

A common cause of backups is sewer lines blocked by grease and/or paper towels, diapers, feminine hygiene products, condoms and cleaning wipes.

3. How does grease get into the sewer system?

Grease gets into the system from household drains and poorly maintained grease traps in commercial establishments. Grease is often washed into the sewer system through the kitchen sink. Grease sticks to the inside of sewer pipes. Over time, the grease can build up and block the entire pipe.

4. What can I do to help?

1. Never pour grease down sinks or into toilets.
2. Scrape grease and food scraps into a can or trash for disposal.
3. Do not put grease down garbage disposals.
4. Only put toilet paper in the sewer; other products should be disposed of in the trash.

5. What about paper towels, diapers and other items that state they are flushable?

Paper towels do not disintegrate in water like toilet paper is designed to do. Paper towels remain in the sewer system and build up, causing clogs. Items like paper towels, diapers, feminine hygiene products, condoms and cleaning wipes should not be flushed down the toilet; they should be disposed of by throwing them in the trash.

6. How are sewer pipes cleaned?

This process includes using high-pressure water from a jet truck to clean the pipelines and then sending a camera through the lines to check the effectiveness of cleaning and the system structure. In some areas, root cutting may be required, which could take slightly more time and may require jetting the line several times to ensure the best possible cleaning.

1. How much water can the Water Treatment Plant produce in one day?

The current capacity of the Fort Morgan plant is 10 million gallons per day. The average for the year 2015 was 4.2 million gallons per day. The peak daily demand seen in 2015 was 7.2 million gallons and the lowest daily was 1.8 million gallons.

2. Does the City fluoridate the water supply?

Yes, it does. Fluoride is added to the drinking water to promote dental health. The Water Treatment Plant was awarded the 2012 Water Fluoridation Quality Award from the Colorado Department of Public Health and Environment and the 2012 Award for Excellence from the State of Colorado for providing optimally fluoridated water to the community.

3. Why do I taste chlorine in the water?

All surface water and well water systems under the influence of surface water are required to be chlorinated. The Fort Morgan Plant adds a small amount of chlorine to disinfect the water and to maintain protection as the water travels throughout the distribution system.
